In his testimony, Tuohey argued that the proposed funding package is based on a false sense of urgency, fueled by non-competitive offers from Kansas and a misleading June 30 deadline. He questioned the economic value of the proposed subsidies, highlighted concerns about taxpayer risk, and warned against allowing professional sports teams to play local governments against each other.
