Open Enrollment in Missouri

Open enrollment policies, whereby families can choose their public school either within (intra-district choice) or outside of (interdistrict choice) their home district, are the norm in seven of the eight states that border Missouri. This policy brief introduces readers to the potential advantages of open enrollment and also explores one of the main perceived obstacles—the distances between schools in rural areas.
