In 2013, Mississippi was ranked 49th in the country in fourth grade reading performance, according to the National Assessment of Educational Progress (NAEP). By 2024, it ranked 9th in the country. During the same period, Missouri ranked 27th in 2013 and fell to 38th.
These contrasting trends raise important questions for Missouri. What education policy changes drove Mississippi’s gains in fourth grade reading performance, and what lessons can Missouri draw from Mississippi’s success and Florida’s approach to educational freedom?
