A Taxpayer Bill of Rights for Missouri
Missouri’s Hancock Amendment was considered one of the strongest taxpayer protections in the country when it was enacted in 1980. Over time, however, its effectiveness has eroded to the point that state government spending grew by nearly 40 percent just in the period from 2019 to 2023. Missouri needs updated protections against runaway government growth, both in terms of revenue collection and spending. By learning from the examples set by more modern and effective tax and expenditure limits (for example, Colorado’s Taxpayer Bill of Rights), Missouri policymakers can protect and empower taxpayers and lay the foundation for a more prosperous Missouri.
