How to read this: FTE stands for full-time equivalent, a workload-adjusted measure of staffing -- for example, two employees each working half-time in the same role together count as 1.0 FTE. All salary figures are in real (inflation-adjusted) dollars. "Total spending" reflects FTE staff counts multiplied by average salary, so it can rise even when average salaries fall, if staffing grows enough. A small number of districts show "grew from zero" or an em dash (—) where a district reported zero staff in a role in its first or last year, since growth and ratios cannot be expressed as ordinary numbers in that case.
