This morning, SMI’s Patrick Tuohey joined McGraw Milhaven on The Big 550 KTRS to discuss reports that the Missouri Attorney General is asking to be allowed to enforce portions of a 2015 law that Missouri courts initially set aside in 2016. The law at issue “set minimum standards for municipalities in St. Louis County and capped the amount of revenue they could raise in municipal court from traffic cases.”

Session Notes: Electrician Licensing Reform Passes

Congratulations to Missouri’s electricians who, thanks to legislation that passed the House yesterday, will soon have greater flexibility in where they can work around the state. As we’ve written before, Missouri’s patchwork of local electrician licensure laws has acted as a barrier to employment for electricians—and as a barrier to service for consumers—preventing qualified tradesmen and women from easily plying their trade around the state. The bill now goes on to the Governor, who is expected to sign it into law.

As McGraw Milhaven, tongue in cheek, asked our own Brenda Talent earlier this week, “Is electricity different in South County [Saint Louis] than it is in North County?” Of course not, and it’s good to see the Legislature take action to pursue a state licensing policy that reflects that truth.

Nobody Benefits from School Buildings Sitting Vacant

I joined Kelly Jackson and McGraw Milhaven on “The McGraw Show” this morning to discuss my new paper, “Vacant School Buildings: An Examination of Kansas City and Saint Louis.” Check out the discussion below.

After our on-air discussion, McGraw brought up the similarities between the district and the Saint Louis Land Reutilization Authority (LRA), or what I refer to in the segment as the Land Bank. He offered a good baseball analogy. It seems the LRA and the St. Louis Public School District are looking to hit home runs, but they need to focus on getting hits. The district regularly receives reasonable proposals from charter schools, which the district may not consider a home run, but they are certainly hits.

The district certainly needs to do something with these buildings, because nobody benefits from school buildings sitting vacant.

Shrewsbury TIF Is Dead – For Now

Last night, I testified before the St. Louis County TIF (Tax Increment Financing) Commission about the proposed TIF plan for a Walmart in Shrewsbury. There was a very large turnout and numerous people chose to speak. The majority of the speakers were opposed to the TIF (and opposed to the Walmart, though I am just against the TIF), but there is no denying there were plenty of speakers in favor of it. (My guess is 60 percent opposed to 40 percent in favor, unlike Ellisville last year, where it was probably 80-20 against that TIF.)

This is not meant to sound corny, but no matter how you feel about the TIF, it was impressive to see so many people at the meeting participating in their local government.

After all the testimony, the commission rejected (via a tied 6-6 vote) a compromise proposal from the Affton School District that would have capped the property tax funds that the TIF captures at 50 percent — the same as sales taxes. That is not a bad idea, and I commend the school district’s reps for trying to find common ground. However, my guess is that the rest of the board voted it down because that change would have only been advisory to the city while the full TIF would have gone forward with a “yes” recommendation. That means the Shrewsbury Board of Aldermen could have ignored the change and then passed the TIF anyway with just a simple majority.

Next, the commission voted on the primary TIF proposal to give the developer a $15 million subsidy ($11.25 million in TIF and $3.75 million in Transportation Development District or Community Improvement District funding). The commission voted this down 9-3, with only the Shrewsbury-appointed commissioners in favor. Now, in order to pass the TIF, the Shrewsbury Board of Aldermen needs a two-thirds majority vote in favor, which by all accounts, it has. So it goes.

The TIF is dead. Long live the TIF!

It was a good night to see a bad idea defeated. Unfortunately, the celebration is short-lived, as it will likely pass the next test.

Show-Me Institute On Missouri Radio

First Thoughts: If I owned a radio station in Mexico, Mo., I would play Wall of Voodoo all day long. Just sayin’.

As long as the Show-Me Institute has been in operation, talk radio has been an important medium for our scholars and policy analysts. It is one of the best ways to bring our message of free markets and personal liberty to the public. Toward that aim, we are excited to announce that I will now be on KRMS radio with Manny Haley at 10:15 a.m. every Thursday to discuss public policy issues in the Lake of the Ozarks area. We are thrilled to be joining Manny each week. Be sure to listen in if you can.

As you may know, I have been appearing at 8:35 a.m. each Monday with McGraw Milhaven on KTRS The Big 550. We are delighted with the feedback we are receiving, and we cannot thank McGraw enough for the opportunity each week.
